GEIPAN is the unit inside CNES, the French space agency, that has officially investigated UFO reports since 1977. It is the opposite of credulous: after investigation every case receives a classification, and most of the archive is France explaining things. This page is the part it could not.

GEIPAN also scores every case for strangeness, from 0 to 1, separately from how well it could be identified. The two rise together: the average identified case (A) scores 0.14, and the average unexplained case (D) scores 0.72. The cases France could not explain are also the ones its own investigators rated strangest, which is what you would expect if the classification is doing real work rather than filing the weird ones under unexplained by reflex.
