A low hum in Auckland, New Zealand

Constant humming noise. Sounds like a car engine idling on high revs or a fridge humming. It's really difficult to point where it is coming from. It is becoming more frequent and consistent. My hearing is very sensitive to frequency changes. Nothing blocks the humming sound out - I turn the tv up.
