A low hum in USA, Jacksonville

A quiet low hum, more easily noticed through surface conduction than air. A candid description field. The sound I feel is more noticeable via the ear that is against the pillow and diminishes when lifted. While searching for the sound, it is noted that it becomes louder when placed against a surface, like a wall. The sound is non-present outside the residence. The noise was also present after a hurricane wiped out power to this entire section of the city. For the longest time I thought it was a noisy HVAC condenser before then.
