A low hum in Freiburg 79110, Germany

Very low frequency hum, like the sound a diesel vehicle would do from a distance before getting too close, but constant all the time. I can hear the noise better when it is completely silent and it is more intense in soundproof rooms. I don't hear the noise at all if I use noise cancelling earphones or if I wear ear plugs.
