On November 7, 2015 at 12:20 AM, a witness outside his house is intrigued by the presence in the overcast sky of a luminous phenomenon, colored and stationary. The phenomenon has a strong brightness and seems to blink. The witness then notes that his nearby electric meter emits a louder hum when the phenomenon is visible. The observation lasts 20 minutes but is done intermittently. Only one testimony will be collected. Following the indications given by the witness and given the significant duration of the observation (20 minutes), the hypothesis of an astronomical misidentification is considered (see the weather report and the astronomical chart in the investigation document). Sirius is located at the azimuth given by the witness (SE) and at an elevation between 5 and 10° (see reconstruction). The fact that the witness may have estimated a higher elevation (20 to 30°) does not constitute a real discrepancy (difference within the usual tolerance when the witness does not refer to any particular experience or measurement technique). The intermittent observation may result from the significant cloud cover, which may not have been continuous that evening. Likewise, the green and red light may result from the atmospheric scintillation of Sirius at low elevation. The increase in noise from the nearby electric meter, synchronous with the presence of the observation, may be linked to the tension or surprise created by the observation on the witness ("I have never seen anything like it," "strange thing"). Experience indeed indicates that noise perception can be altered (amplified as well as diminished) depending on the tension of the visual observation. GEIPAN considers that this is most likely an observation of SIRIUS through overcast sky. Consequently, this testimony is classified as B: probable observation of the star Sirius.
