On November 7, 2015 at 12:20 AM, a witness outside his house is intrigued by the presence in the overcast sky of a luminous phenomenon, colored and stationary. The phenomenon has a strong brightness and seems to blink. The witness then notes that his nearby electric meter emits a louder hum when the phenomenon is visible. The observation lasts 20 minutes but is done intermittently. Only one testimony will be collected.
