Its like a vibration as if something is running close by which is electrical and its causing movement which I can hear. Your question about living in is vague. I live in a flat at the end of a street with an upstairs neighbor and an upstairs down stairs flat to the left of me. The sound I hear is weird. i'd never heard it before, but I moved here about 4 years ago and often hear it since. Its a sound which is all around me and when I move out of the room I lose it. ive tried to pin point its location but it never gets louder or quiter, its just there. Its always in the morning between specific times and its always the same hum.
