A low hum in Australia, WA

Constant hum with modulation. Appears to resonate differently as I move about the room, or in different areas of the house. I started hearing this noise suddenly in August 2019. Thought it was a neighbours air conditioner but no. Turned the power off, no change. Thought it was a nearby pump station, no. Can hear it in the car when I pull up at home and all over the house. Can hear it outside at home but cannot trace a direction. Drove around the suburb and could hear it as soon as I stopped car and turned off the engine. I am very familiar with the sounds of fans, pumps, burners, generators etc. it is like none of those. The closest match would be an industrial vacuum truck some distance away. It is not a pure tone but modulates up and down. It is different when I walk around the room or go to different rooms. Also changes as I rotate my head. Seems to resonate in certain parts of the house. When I go into the nearby nation park bike riding I can still hear it when I stop. Many (10 plus kilometres) from any noise source.
