There is rotation in the hum. The hum is constant with variations of something working. Before I knew this was a world wide problem, I did some investigating. We have water turbines nearby. We are also near the firing range of the military on west Dartmoor. It has been suggested that it may be to do with military communication? It does sound like some sort of machinery whirring/droning on? I have tried sleeping in different parts of the house - makes no difference. I do say I will move house because of the noise/hum, but I love it here, but it pushes you to the limit. Makes your ears ache and head reel.
