On October 3, 2015 at around 10:15 PM, a witness closing his shutters observed three ogive-shaped objects above his neighbor's trees. The alternating colors red, blue, and green were different for each object. First motionless for several minutes, they then moved away toward the South. The witness filmed his observation. His son and his wife left by car to the seaside to continue the observation with binoculars. No noise was heard during the 10 to 15 minutes of observation. Only one testimony was collected. According to the attached investigation report, an aeronautical phenomenon is possible but unlikely given this blue-green-red alternation of the UAP's colors, which does not correspond to aeronautical position lights of any type. The observation of a Thai lantern is also unlikely because of the 3 alternating colors observed. The observation of 3 distinct UAPs, described by the witness, cannot be confirmed by analysis of the video, where the distinction of 3 UAPs is not obvious. This video shows that the UAP did indeed move away, and corresponds to the witness's description giving a phase where the UAP seems to move very little then slowly move toward the South. The data concerning apparent size and brightness are not confirmed by the video. Indeed, the streetlights visible in the video, as well as in the images extracted from the video, allow the brightness to be assessed by comparison. However, the video was not taken at the start of the observation, so it is possible that the brightness observed at the start was greater. This decrease in brightness would also confirm the UAP moving away toward the South. Following the analysis of this data and the visit to the witness, the most likely hypothesis is the LED balloon or a group of 3 LED balloons. Indeed, the alternation of the 3 colors at regular intervals, the slow movement, with the wind, as well as the absence of sound, correspond to this type of object. Moreover, the observation was made on a Saturday evening between 10 PM and 11 PM, by the seaside. This increases the probability that a festive event took place that evening. The comparison with the images extracted from the witness's video, and a few examples of photographed LED balloons, also supports this (see the investigation report). Consequently, GEIPAN classifies the case as B: LED balloons.
