A low hum in Germany, Oldenburg

A hum with constant pitch. The overall volume may differ from day to day or hour to hour. But otherwise the volume is usually constant. Sometimes it stops for a second at irregular intervals and than instantly resumes at the same volume. The hum is not affected by earplugs. However there is one thing that absolutely stops the hum: When I softly touch and rub the little hairs on my right ear (producing a little sandpapery sound) the hum stops completely. However this has absolutely no effect when I do it on my left ear. The two locations where I hear the hum most prominently (my home and my mother's home) happen to be approximately the same distance away from a highway and a highway bridge.

Changes with weather: For a time a was certain it changes with the wind direction and temperature. I did not investigate it, though. I deduced it by the sound of the cars on the nearby highway. When I could hear the cars loud and clearly the hum seemed to be most intense.
