A low hum in USA, Richmond

low constant hum like a slightly distant motor with a mild vibration It seems loudest when I go to bed, often gone in the middle of the night, and usually gone at some time in the morning or afternoon. I can hear it outside my house usually, still heard it with good headphones on. Also, my house is on a finger of the Hayward fault and I wondered if that might have anything to do with it.
