like a noisy old florescent light that is constantly on and buzzing (100 - 150 hz) There are several BC Hydro heavy duty transmission lines nearby as well as numerous cell towers. There are smart meters in the townhouse complex. US Military does aerial training (fighter jets - EA 18G growlers) over Canadian airspace above Victoria. This was particularly noticeable in our area in Dec 2017 - one month before the noise appeared.
