On January 21, 2018 at 11:55 a.m., a passenger in a moving car takes two photos one after the other. He notes that in the first photo a round, brown object appears in the sky. Nothing appears in the second photograph. Only one testimony is collected.
The testimony elements indicate that the most likely scenario is that the witness did not see the UAP with his own eyes other than through the lens of his device. Indeed, to the question "Did other witnesses see the same phenomenon as you? If so, how many?", the witness answers "Only myself, in my camera lens."
Under these conditions, the most likely explanation, based on GEIPAN experience, is that this is a camera artifact, here probably an insect or bird nearby that the eye cannot catch but that a digital device does not miss even at (1/400) s.
Consequently, GEIPAN classifies the case as B: probable misinterpretation of photograph or video.
For several years, GEIPAN no longer processes testimonies that do not demonstrate that the strangeness was observed by the eyes without an optical instrument. Traces from optical instruments are only considered when they come in addition.
