An account in Hautes-Alpes, France

On Tuesday, November 12, 2013, from 6:55 AM to 7:15 AM, a witness observes a multicolored light, first stationary, then moving in a straight line, then in a curve, at the speed of a hot-air balloon. The luminous phenomenon is seen as a vertical stick. No particular noise is heard. No other testimony is collected. Given the elements collected: - Area favorable to flights of small motorized craft - Behavior similar to the movement of such craft - Night flight regulations respected But also: - No similar lighting beacon found - Nature and behavior of part of the UAP unknown - No event related to the use of ultralights or helicopters reported on the day of the observation This case is classified as "C", due to lack of information allowing validation of one or the other hypothesis, a confusion with an ultralight or a helicopter remaining possible, under certain conditions. It is possible that another origin is at play. This testimony is of good consistency: very precise but without photographs or videos. The observation is strange because rather unusual, since although, by its movement and its geographical situation, the UAP could be comparable to a motorized craft: helicopter, ultralight, or drone, the lights observed as well as certain of its physical characteristics described in the testimony do not correspond to what is known of such craft; one could possibly explain these varied colors by atmospheric scintillation. Due to the only average strangeness of this observation case, GEIPAN did not deem it necessary to conduct a more in-depth investigation. Elements brought later by other witnesses could change this conclusion.
