On May 24, 2012 at 11:55 PM, two witnesses, located in the port area of Dieppe (76), observe the movement of a luminous object flying at low altitude in the clear, starry sky. The object is elongated in shape and white in color. It passes in front of the castle, then heads over the beach and then slowly toward the sea and the open water. The trajectory is straight. The observation lasted 30 minutes in total, with no particular noise noticed. Only one testimony will be collected. Given the objective elements collected (see the investigation report), namely: - Object flying slowly at very low altitude over the Dieppe urban area. - Wind nil to weak and opposite to the direction of movement of the object. - Some factual elements suggest a possible drone. The helicopter hypothesis was considered, without being able to confirm it. We can conclude that the UAP observed by the witnesses is not explainable with the available elements, but presents characteristics compatible with the plausible hypotheses considered. This testimony is of average consistency: precise but not very detailed and without photos, coming from a single witness. One may regret the absence of testimony from witness No. 2, and especially the absence of a response to a request for an interview. The observation is strange because it involves an object presenting characteristics that do not fully conform to known flying objects, but also not presenting extraordinary flight characteristics. For lack of information that could support one or the other of the hypotheses, notably the absence of the second testimony and the hearing of the witness, GEIPAN classifies this case as "C" due to lack of information.
