A low hum in USA, Plano tX

very low frequency that drops maybe a full step intermittently then returns to same frequency as usual. Since I've moved several times in the last decade (5 times for work) I can add I never heard this till I moved to Plano, TX 5 months ago (September 2017) nor do I remember hearing it in any of the cities I traveled to by car to work for 20 years. If I did it wasn't consistent enough to notice.
