Like a distant place overhead, or a very far away constant train horn, except it doesn't stop for hours I've heard this since I was a child. It's always been something of a white noise for me at night. It used to soothe me even if it kept me awake, but the older I get the more anxious I get during times I can hear it at night.
I had no idea this wasn't normal until very recently. I thought everyone heard this, and I never thought to bring it up because it's easy to ignore since I've been hearing it my entire life.
