A low hum in USA, South Hadley 01075

A low hum, about that fluctuates with a pulse every few seconds or so - almost like a wi-fi sound. I live near (about 2-3 miles from) an Air Force Base and a very tall wi-fi/radio tower. I can see the tower from my window. I used to think the sound was airplanes running their engines in the cold. But my husband can't hear anything like that.
