An account in Allier, France

On Sunday, January 31, 2016, at around 6:45 p.m., a witness observes in the sky a set of white lights evoking halogen lights and forming a motionless bar. No noise is heard. The phenomenon quickly disappears behind a cloud. No other testimony is collected for that day. The witness, while doing research, discovers that a similar object was seen in Vichy in 2012. Certain points give strangeness to this testimony: the shape (white luminous bar 5 degrees wide), the high elevation (70 degrees), the angular motionlessness, and the clouds that could pass in front. Stars, airplanes, balloons, and lanterns seem excluded; what remains is possibly a construction helicopter carrying a beam or an illuminated ramp? The gendarmerie reports helicopter surveillance work on EDF power lines during the preceding days or weeks, but never on Sundays. Since the witness did not go to testify at the gendarmerie as requested by GEIPAN and did not follow up on the two requests for a meeting with the GEIPAN investigator, it is not possible to better understand this testimony and to process it. Consequently, GEIPAN classifies the case as C: no witness response, lack of reliable information.
