On Wednesday, August 21, 2013 at 9:46 AM, a walker is intrigued by a high-intensity light in the clear sky above the sea. The brightness gradually decreases before disappearing. The observation lasted between 20 and 25 minutes. No other testimony will be collected on this bright and silent phenomenon. Astronomical condition: Sun: azimuth: 104° elevation 32°. Atmospheric conditions: sustained NW wind: from 19 to 28 km/h, and clear sky. The observation at the beginning or end of the day, for 20 minutes, of an almost stationary bright point in the sky, clearly suggests a high-altitude balloon. GEIPAN could not verify this hypothesis, which nevertheless fits the observation well. There is no regular release of weather balloons from Nice or the surrounding area, but several scientific institutes are likely to release them in the Southeast region or in Italy. It is extremely complex to model the movement of a high-altitude balloon because high-altitude winds, often very strong, differ from ground winds. GEIPAN classifies this case of a not-very-strange observation "B" as probably a sounding balloon.
