Oise, France · 1993-06-17 · from the GEIPAN archive
GEIPAN continues to publish all of its archives on its public website www.geipan.fr. Among its publications are old cases classified at the time (A, B, C, or D) that are now being re-examined, with the sole aim of being more relevant in the conclusions. Thanks to new technical means (software) and the investigation experience acquired over all these recent years, this re-examination sometimes leads to new remarks or even a change in classification. This observation case, previously classified D and named CREIL (92) 17.06.1993, is part of a set of cases recently re-examined. On June 17, 1993, around 4 a.m., a witness observes, at the bottom of his building and then from his car, the rapid movements of two white lights in the sky and on the ground. The UAP describes circular patterns at very high speed. No particular noise is heard during the observation lasting more than 15 minutes. No other testimony is collected. The description may have seemed stranger during the first analysis of the case in 1993. With the experience acquired by GEIPAN, there is no doubt today. The description is consistent with laser reflections in the sky with one or more spots coming and going. The witness mentions the presence of clouds that favor a screen effect. The beams rising from the lasers are visible here (not always the case in GEIPAN experience, where only spots may be visible, while in other cases only the rising beams are visible and without a final spot in the sky) and are interpreted by the witness as descending beams emitted by the UAP toward the ground. In 1993, laser uses were far less widespread than today. But laser tests were identified (see police report) in the vicinity and on the night in question. This element, added to the now well-mastered characterization of effects in the sky, allows us to conclude without hesitation. The testimony is typical of the emotion that an unknown phenomenon can generate in a witness, especially when the illusion sets in that the phenomenon is intelligent, follows the witness, and only appears when the witness is unaccompanied, etc. GEIPAN classifies the case as A: laser.
