An account in Off Sims Way near Sheridan Street; USA, Port Townsend WA

like a low note (2 octaves below middle C--possibly G); steady then swells then dies to silence, then begins again; intervals vary but can feel vibration in my chest I would add that the sound is like a cello note, two octaves below middle C, and has exactly the resonance a good cello, played by an expert cellist would create by steadily drawing bow over strings to its full length, pausing and then drawing the bow back in the other direction; the irritation comes from it being constant and from reverberating in my chest and ears (vibration), and because of duration and intensity; I feel growing irritabiilty; want to shout STOP!!!!! I comes in the dead of night, often wakes me and at first I think it is a truck engine running.
