On July 21, 2015 at 2 a.m., a witness was observing the stars when he saw a flash intensifying then diminishing. He noted the same effect two minutes later. Only one testimony was collected.
With low strangeness and consistency (single witness, no photo), this case turns out to be a very likely misidentification with two satellite flashes (see the document Investigation Notes).
