The observation of the phenomenon takes place from the garden of the witness's home, at the start of a summer night, shortly before 11 PM, on August 7, 2016, to "watch shooting stars." Only one testimony was collected. The witness reports a "first red/orange glow," "very bright," of "oval shape," flying at "45°" elevation, but described by the witness as "rather low." A "second glow follows it." These "two glows follow each other while undulating slowly," "without noise," "without a trail," with an apparent size of "4 cm at arm's length." These "two glows became smaller," and "turned toward the Southwest." The "scene lasted at most 30 seconds." The witness made a drawing of the movement of the UAP. At the end of the regular movement, the "glows became smaller," with the witness mentioning a "change of direction at the end of the path" toward the "Southwest," "to the right of the two-story house." The witness specified "without noise," "nor trail." This final direction stated as Southwest contradicts the witness's drawing, which indicates a direction toward the Northwest. We retain the indication from the drawing, which is by nature more reliable. The weather situation recorded at Saint-Etienne-Saint-Geoirs (38), about 30 km east of the observation site, on August 7, 2016, reports a weak wind, less than 10 km/h, from the South starting at 11 PM (see the Météociel record). The witness "worries" about not having "read or heard other testimonies," even after "internet searches about that night of August 7." This testimony reports the characteristic elements of Thai lanterns. The red/orange color, with a bright glow, moving while following each other and undulating slowly, without noise or trail. The direction of movement (toward the Northwest) is compatible with that of the measured wind (toward the North), knowing that the latter is measured 30 km away. The final phase of the glows becoming smaller may correspond to the end of the candle lighting. Finally, it is a summer weekend evening, favorable for festive events such as a lantern release. The hypothesis of an observation of lanterns is compatible with the observation and the most plausible. Consequently, GEIPAN classifies the case as B: observation of Thai lanterns.
